Program 1: Good Governance through Transparency and Accountability

  • Supporting, promoting and advocating for qualitative public policy and their implementation (through research and analyses with a focus on horizontal priority policies at national level, directly related to good governance, transparency and accountability, and civic activism, networking and coalition building);
  • Supporting, promoting and advocating for good governance, transparency and accountability at all levels (through research and analysis with the aim of further development of existing policies and creation of new policies directly related to involvement of civil society and other stakeholders interested in public policy-making and promotion of citizen participation in governance);
  • Advocating for transparency and accountability of central institutions by monitoring the work of the government and other central institutions in implementation of priority policies and programs (with a focus on those directly related to good governance and prevention and combating the abuse of power, through research, analysis, civic activism, networking and coalition building);
  • Advocating for transparency and accountability of local institutions through monitoring the work of municipalities in implementing policies and local programs (with a focus on those directly related to good governance and prevention and combating the abuse of power, through research, analysis, civic activism, networking and coalition building);
  • Supporting, promoting and advocating for functioning of independent institutions, in order to promote good governance, transparency and accountability (through research, analyses, civic activism, networking and coalition building);
  • Supporting, promoting and advocating for functioning of justice system and law enforcement institutions in preventing and combating organized crime and corruption and other forms of abuse of power, in order to promote good governance, transparency and accountability (through research, analyses, civic activism, networking and coalition building);
  • Supporting, promoting and advocating for quality and implementation of policies for preventing and combating corruption and other forms of abuse of power (through research, analyses, civic activism, networking and coalition building);
    – Horizontal focus: research and policy analyses, monitoring and advocating, with a focus on legal, policy and institutional reform, and performance of institutions in their implementation; expanding the scope of anti-corruption legislation and policies in the entire public and private sector; declaration of assets of public officials; and preventing and combating conflict of interest; and financing of political parties and election campaigns;
    – Sectoral focus: priority areas are those that directly affect the public interest and citizen needs in particular those which spend the bulk of public funds;
  • Promoting quality improvement and implementation of public policies for public administration reform at all levels (through research and analyses, with a focus on priority policies directly related to good governance, transparency and accountability);
  • Promoting quality improvement and implementation of integrity policies of public institutions at all levels, in order to improve good governance (through research and analyses of legislation and existing policies, performance of institutions in their implementation, and advocating for reform in addressing shortcomings);
  • Promoting quality improvement and implementation of public policies in public procurement area at all levels (through research, analyses, civic activism, networking and coalition building, focusing on priority policies directly related to good governance, transparency and accountability in order to prevent the abuse of power and protect public interest).

Program 2: Active Citizens through Education

  • Information, education and raising awareness of citizens on anti-corruption policies and other forms of abuse of public power, by establishing an Anti-Corruption Education Centre, which will deal with:
  • Public opinion polls on perception, knowledge and experiences of youth on corruption in the education system;
  • Promotion of international standards against bribery;
  • Providing resources for anti-corruption education, training and other forms of capacity building, and public lectures;
  • Organization of summer camps for education based on the peer-to-peer learning methodology;
  • Supporting and promoting networking, civic activism and coalition building;
  • Organisation of awareness raising campaigns for citizens;
  • Providing online platforms for citizens education;
  • Promotion of education against corruption through social networks;
  • Promoting public debates and direct and open dialogue between public institutions and politically elected persons, on one side, and citizens on the other side (through forums and platforms like FOL Hapur (Speak Openly) and others, with the aim of good governance);
  • Promoting the public policy-making approach with participation of citizens and advancing policy and institutional framework for this purpose at all levels of government (giving priority to participatory budgeting and gender mainstreaming of policies and policy-making processes);
  • Promoting participatory democratic culture among young people (through debate clubs that will provide training on public policy debates and organize competitions);
  • Promoting personalities who promote participatory democratic culture among the general public (through initiatives such as the Civil Courage Prize and the like).
