{"id":20778,"date":"2025-02-04T12:31:46","date_gmt":"2025-02-04T11:31:46","guid":{"rendered":"https:\/\/levizjafol.org\/?p=20778"},"modified":"2025-03-13T12:45:20","modified_gmt":"2025-03-13T11:45:20","slug":"government-implements-only-38-of-the-national-development-plan-for-2024","status":"publish","type":"post","link":"https:\/\/levizjafol.org\/en\/government-implements-only-38-of-the-national-development-plan-for-2024\/","title":{"rendered":"Government Implements Only 38% of the National Development Plan for 2024"},"content":{"rendered":"\n<p><strong>Pristina, February 4, 2025<\/strong> \u2013 The FOL Movement has published data from its <strong>Analysis of the Kosovo Government Program 2021-2025<\/strong> and the <strong>Monitoring of the National Development Plan (NDP) for January-December 2024<\/strong>.<\/p>\n\n\n\n<p>Burbuqe Kastrati, Project Manager at the FOL Movement, stated that FOL has monitored the activities outlined in the National Development Plan over the past four years.<\/p>\n\n\n\n<p><em>&#8220;Out of 544 planned activities for the period January-December 2024, the Government of Kosovo has successfully implemented only <strong>207 (38%)<\/strong>, while <strong>163 (30%)<\/strong> remain unfulfilled. Additionally, <strong>174 activities (32%)<\/strong> from three ministries\u2014the Ministry of Environment, Spatial Planning and Infrastructure; the Ministry of Finance, Labor and Transfers; and the Ministry of Industry, Entrepreneurship and Trade\u2014remain unaccounted for, as these ministries have not responded to our inquiries regarding their implementation,&#8221;<\/em> Kastrati stated.<\/p>\n\n\n\n<p>She also noted that <strong>two ministries\u2014the Ministry of Foreign Affairs and Diaspora and the Ministry of Regional Development\u2014did not plan any activities for the period January-December 2024<\/strong>. While some activities in the National Development Plan are set to be implemented over multiple years, FOL specifically monitored those scheduled for completion within 2024.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Ministry-Specific Implementation Data<\/strong><\/h3>\n\n\n\n<p>Kastrati presented the breakdown of implementation for each ministry:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Prime Minister&#8217;s Office<\/strong>: Planned <strong>62<\/strong> activities; <strong>35<\/strong> implemented, <strong>27<\/strong> unimplemented.<\/li>\n\n\n\n<li><strong>Ministry of Agriculture, Forestry and Rural Development<\/strong>: Planned <strong>29<\/strong> activities; <strong>19<\/strong> implemented, <strong>10<\/strong> unimplemented.<\/li>\n\n\n\n<li><strong>Ministry of Justice<\/strong>: Planned <strong>79<\/strong> activities; <strong>44<\/strong> implemented, <strong>35<\/strong> unimplemented.<\/li>\n\n\n\n<li><strong>Ministry of Education, Science, Technology and Innovation<\/strong>: Planned <strong>20<\/strong> activities; <strong>9<\/strong> implemented, <strong>11<\/strong> unimplemented.<\/li>\n\n\n\n<li><strong>Ministry of Economy<\/strong>: Planned <strong>30<\/strong> activities; <strong>14<\/strong> implemented, <strong>16<\/strong> unimplemented.<\/li>\n\n\n\n<li><strong>Ministry of Internal Affairs<\/strong>: Planned <strong>71<\/strong> activities; <strong>41<\/strong> implemented, <strong>30<\/strong> unimplemented.<\/li>\n\n\n\n<li><strong>Ministry of Defense<\/strong>: Planned <strong>6<\/strong> activities; <strong>2<\/strong> implemented, <strong>4<\/strong> unimplemented.<\/li>\n\n\n\n<li><strong>Ministry of Local Government Administration<\/strong>: Planned <strong>4<\/strong> activities; <strong>1<\/strong> implemented, <strong>3<\/strong> unimplemented.<\/li>\n\n\n\n<li><strong>Ministry of Culture, Youth, and Sports<\/strong>: Planned <strong>45<\/strong> activities; <strong>30<\/strong> implemented, <strong>15<\/strong> unimplemented.<\/li>\n\n\n\n<li><strong>Ministry of Health<\/strong>: Planned <strong>21<\/strong> activities; <strong>10<\/strong> implemented, <strong>11<\/strong> unimplemented.<\/li>\n\n\n\n<li><strong>Ministry of Communities and Returns<\/strong>: Planned <strong>3<\/strong> activities; <strong>2<\/strong> implemented, <strong>1<\/strong> unimplemented.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Ministries That Have Not Responded<\/strong><\/h3>\n\n\n\n<p>Three ministries failed to respond to FOL\u2019s inquiries, leaving their implementation status unknown:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Ministry of Finance, Labor and Transfers<\/strong>: Planned <strong>57<\/strong> activities.<\/li>\n\n\n\n<li><strong>Ministry of Environment, Spatial Planning and Infrastructure<\/strong>: Planned <strong>66<\/strong> activities.<\/li>\n\n\n\n<li><strong>Ministry of Industry, Entrepreneurship and Trade<\/strong>: Planned <strong>51<\/strong> activities.<\/li>\n<\/ul>\n\n\n\n<p>FOL previously requested data from these ministries during the first six months of 2024 but did not receive a response. After filing a complaint with the <strong>Information and Privacy Agency (AIP)<\/strong>, FOL obtained some responses, yet these ministries have again failed to provide updates. Consequently, FOL has <strong>submitted another complaint to AIP<\/strong> for lack of transparency regarding the implementation of the National Development Plan for 2024.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Declining Implementation Over the Years<\/strong><\/h3>\n\n\n\n<p>According to Kastrati, FOL has compared implementation rates from previous years:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>2021<\/strong>: <strong>56%<\/strong> of the Government Work Plan was implemented.<\/li>\n\n\n\n<li><strong>2022<\/strong>: Implementation peaked at <strong>62%<\/strong>.<\/li>\n\n\n\n<li><strong>2023<\/strong>: Implementation dropped to <strong>36%<\/strong>.<\/li>\n\n\n\n<li><strong>2024<\/strong>: The National Development Plan was only <strong>38%<\/strong> implemented.<\/li>\n<\/ul>\n\n\n\n<p>These figures indicate a <strong>decline in government performance<\/strong> in executing its planned activities, with the highest level of implementation occurring in 2022.<\/p>\n\n\n\n<p><a href=\"https:\/\/levizjafol.org\/wp-content\/uploads\/2025\/02\/Plani-Strategjik-dhe-Operacional-i-Qeverise-per-periudhen-janar-dhjetor-2024_fin.pdf\">Full Data Available Here<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Pristina, February 4, 2025 \u2013 The FOL Movement has published data from its Analysis of the Kosovo Government Program 2021-2025 and the Monitoring of the National Development Plan (NDP) for January-December 2024.
