{"id":20776,"date":"2025-02-04T12:26:32","date_gmt":"2025-02-04T11:26:32","guid":{"rendered":"https:\/\/levizjafol.org\/?p=20776"},"modified":"2025-03-13T12:45:36","modified_gmt":"2025-03-13T11:45:36","slug":"analysis-of-the-government-program-of-the-republic-of-kosovo-2021-2025","status":"publish","type":"post","link":"https:\/\/levizjafol.org\/en\/analysis-of-the-government-program-of-the-republic-of-kosovo-2021-2025\/","title":{"rendered":"Analysis of the Government Program of the Republic of Kosovo (2021-2025)"},"content":{"rendered":"\n<p><strong>Prishtina, February 4, 2025<\/strong> \u2013 The FOL Movement has published an analysis of the <strong>Government Program of the Republic of Kosovo for the years 2021-2025<\/strong>.<\/p>\n\n\n\n<p>Mexhide Demolli-Nimani, Director of the FOL Movement, stated that analyzing the four-year program was more feasible since the government completed its full mandate.<\/p>\n\n\n\n<p><em>&#8220;As the first government to serve a full term since the declaration of independence, we have conducted a comprehensive analysis of its program, which was approved on May 7, 2021. This program outlined an ambitious vision for Kosovo\u2019s economic, social, and institutional development. However, its implementation has faced significant challenges that have hindered the achievement of key objectives. The primary obstacles include delays in policy adoption, legislative shortcomings, and a lack of inter-institutional coordination,&#8221;<\/em> she said.<\/p>\n\n\n\n<p>The <strong>Government Program<\/strong> had two key priorities at the time: <strong>managing the COVID-19 pandemic<\/strong> and <strong>economic recovery<\/strong>. Additionally, it was structured into <strong>18 sectoral priorities<\/strong>, including <strong>Public Health and Social Protection, Rule of Law, Public Order and Security, Governance, Human Rights and Gender Equality, and the Promotion and Protection of Community Rights<\/strong>, among others.<\/p>\n\n\n\n<p>According to Demolli-Nimani, the implementation of the program required legal reforms as a preliminary step. However, one of the most persistent issues was <strong>delays in the adoption and enforcement of laws<\/strong>. <em>&#8220;A significant number of draft laws passed by the Assembly of Kosovo were contested for procedural violations and referred to the Constitutional Court.
